Canada and Cannabis: In the Wake of Legalization

In the last Federal election (2015), Justin Trudeau and the Liberal Party of Canada vowed to legalize recreational cannabis. This promise is soon to become reality as the Canadian government has proposed to move forward with legalization to July 2018. Along with a change in legislature comes sizeable public opposition from people who are afraid that legalizing cannabis will carry unintended consequences. This video demystifies unfounded conjecture surrounding the topic of cannabis legalization. It uses peer-reviewed evidence from jurisdictions that have either already legalized recreational cannabis use or have evaluated the use of cannabis and its associated outcomes. The video informs about the impacts, both positive and negative, of cannabis use in Canada’s new age of drug legalization.

With the legalization of marijuana in Illinois coming on January 1, it’s important to remember there are still laws around the use of the drug.

For example, it will still be illegal to drive while under the influence of cannabis. Though there isn’t a comparable device to the Breathalyzer for testing blood alcohol levels, police will continue to use field sobriety tests for marijuana detection.

“What the officers have to rely on is basically their initial observation of the vehicle, their driving habits, what are they doing?” said Sergeant Derek Zook of the Naperville Police Department. “And then the observation that the officers make will determine if they do a field sobriety test.”

Drivers that fail that test can be arrested and taken to the police station for blood and urine samples.

Similar to the .08 BAC threshold for alcohol, the NPD has established concentrations for THC in those tests.

It’s also illegal to consume cannabis in public. Sergeant Zook said the best place to use cannabis is in your own home.

“It’s going to be handled the same way as open alcohol,” said Zook. “You just can’t walk around Downtown Naperville with a can of beer. It’ll be the same thing. You can’t walk around Downtown Naperville or anywhere within the city and smoke marijuana.”

Naperville has not opted in to the sale of cannabis within the city’s jurisdiction, but residents could purchase products from dispensaries in other municipalities.

There will be a non-binding referendum asking residents to weigh in with their stance on recreational cannabis sales on the March 17 primary ballot.

Naperville News 17’s Casey Krajewski reports.

Cannabis Legalization Losses

In the first year since cannabis became legal in Canada, the Ontario government suffered huge financial losses selling the substance. Industry experts join The Agenda to explore what went wrong, how Ontario’s approach differed from provinces that were able to turn profits, and what changes are in store when it comes to the business of cannabis.

Bill that would decriminalize marijuana at federal level passes House vote

A divided U.S. House committee approved a proposal Wednesday to decriminalize and tax marijuana at the federal level. The House Judiciary Committee approved the proposal 24-10 after more than two hours of debate. It would reverse a longstanding federal prohibition by removing marijuana from the Controlled Substances Act, while allowing states to set their own rules on pot.

A Guide to Being a Licensed Marijuana Producer (w/ Justin Dhaliwal)

The legalization of marijuana is just around the corner.

The market has been projected to be worth more than $10 billion. For some, that suggests the marijuana industry is going to be a gold rush – that is until you look inside.

It is a labyrinth of rules, regulations, background checks, banks that won’t give you an account, a reliance on investors and there are no guarantees you’ll get a license. The government won’t be propping you up; in fact it will be watching you very closely to ensure your products meet exacting standards and that everything you do conforms to the law.

There are, however, entrepreneurs who think it’s worth the risk. And risk is the operative word. Just because marijuana and the production of it will become legal in Canada, it doesn’t mean it’s legal anywhere else except Uruguay. The United States has already stated that if you work in or invest in marijuana you could be banned from entry to the US for life.

We invited medical marijuana entrepreneur Justin Dhaliwal to join us for a Conversation That Matters about the process, the risks and the benefits of obtaining a license to produce cannabis.

California's growing pot problem: Too much of a good thing?

When California legalized cannabis in 2018, grape prices were at the lowest level in years and cannabis prices were so high that growing cannabis became a tempting proposition. A new report now suggests supply is getting dangerously high.

Marijuana Legalization: New York, Connecticut In Talks About Future Changes To Laws

New York’s Gov. Andrew Cuomo is in West Hartford, Conn., meeting with Gov. Ned Lamont about what “regional symmetry” would look like if the two states passed some form of marijuana legalization and vaping regulations. CBS2’s Chris Wragge reports.

Museum of Weed offers history on marijuana and legalization

The Weedmaps Museum of Weed, a 30,000-square-foot deep dive into the world of cannabis, has sprouted temporarily (through Sept.ember 29) on the very southern edge of Hollywood, not far from Larchmont Boulevard, one of the city’s most lively — and walkable — shopping districts. While fans of “the devil’s lettuce” could easily burn through a full four hours at the museum alone — which includes an onsite cafe and well-stocked museum gift shop — most visitors should plan to spend about half that amount of time touring the exhibitions and the other half on the two-block stretch of Larchmont between Beverly Boulevard and 1st Street.

How Colorado’s marijuana legalization strengthened the drug's black market

Some states that have legalized marijuana for recreational use have experienced a surge in the drug’s black market activity. In particular, Colorado has become a haven for underground marijuana cultivation, sale and export, prompting questions about how legalization led to some unforeseen consequences. John Ferrugia of Rocky Mountain PBS has the story.

Marijuana edibles: Everything you need to know

In a second wave of recreational legalization in Canada, cannabis edibles will be permitted for legal sale no later than Oct. 17, 2019, Health Canada has confirmed. And the market is up for grabs.

The edibles industry is expected to be worth $4.1 billion in Canada and the United States by 2022, according to a report by a marijuana market research company called The Arcview.

As of now, in Canada, you can make cannabis-infused food at home but it is illegal for anyone to buy and or sell them to the public.

Canada’s proposed edible pot regulations have been published by Health Canada and the 60-day consultation process has come to an end. The public health agency is now reviewing the responses.

Canada is first major economy to legalize recreational marijuana

Canada legalized recreational marijuana on Wednesday, to the delight and relief of pot smokers. Smoker Sebastien Bouzats said it comes as a breath of fresh air. “I am happy,” said Bouzats. “It eases the soul because in terms of the law, at least we will finally be legal. We will no longer be stressed about that.” CGTN’s Sean Callebs reports.
