In the latest TDR Cannabis in 5 presented by Flowhub, Shadd Dales breaks down a headline out of Washington where there are claims that there are now enough votes in Congress to pass federal cannabis reform.
According to reporting from Marijuana Moment, a top House Democrat says the votes are there—but only if Republican leadership actually brings it to the floor.
And that’s the catch.
Because we’ve heard this before. Back in 2022, the House passed the MORE Act, but it went nowhere in the Senate. Since then, multiple attempts at reform have stalled before reaching the finish line.
So while the idea of “having the votes” sounds promising, it doesn’t mean legislation is about to pass—it just means support exists on paper.
At the same time, the backdrop is changing. Donald Trump signed an executive order in December pushing toward Schedule III, public support is at record highs, and more states continue expanding legal markets.
So yes—pressure is building.
But in Washington, leadership controls what gets voted on. And right now, cannabis still isn’t a top priority at that level.
The takeaway here is simple: this is a signal, not a finish line.
Support is there—but getting a bill across the line is still a very different challenge.
