There are few people more qualified to weigh in on the legalization of cannabis than psychologist R. Lorraine Collins (https://publichealth.buffalo.edu/community-health-and-health-behavior/faculty-and-staff/faculty-directory/lcollins.html) , a renowned addictions expert who started researching the drug decades ago, long before the wave of legalization began sweeping the U.S. In this episode of Driven to Discover, David Hill talks to Collins, a SUNY Distinguished Professor at the University at Buffalo and director of the Center for Cannabis and Cannabinoid Research, about the pros and cons of legal cannabis, what New York State is getting right (and wrong) in its legalization journey, the historical racism behind cannabis being designated a Schedule I substance, and why it’s so critical for research that the federal government reclassify it.

When former New York Gov. Andrew Cuomo faced sexual harassment allegations that threatened to end his career, he made a last-ditch effort to curry favor with the voters: He legalized weed. Maybe he hoped New Yorkers would be too stoned to remember the accusations that he had groped aides or asked female staffers to play strip poker with him.

New York’s progressive legislators had been crafting a recreational marijuana bill since 2018, but the version that passed was rammed through as Cuomo fought for political survival. The bill wasn’t just about legalizing cannabis; it was about righting historic wrongs by prioritizing licenses for people disproportionately impacted by prohibition. But in practice, the legislation has created a bureaucratic disaster that’s failed both business owners and consumers.

Jonathan Elfand spent a decade in prison for growing and selling weed—a conviction that, under New York’s new laws, should have given him priority in obtaining a legal dispensary license. Instead, he found himself stuck in bureaucratic limbo, with state regulators refusing to give him a license.

Unlike other states that simply legalized weed and let businesses flourish, New York took a heavy-handed, social justice–driven approach. Regulators created criteria that would offer priority licenses to women, minorities, veterans, and those from communities that had been “disproportionately impacted” by prohibition.

Even though Elfand had served a decade in prison for weed-related charges, that wasn’t enough to guarantee a license. Instead, bureaucrats picked winners and losers, leaving enterprising business owners like Elfand out in the cold.

Shouldn’t regulators let pretty much anyone open up, and allow customers to decide who they want to patronize?

New York’s law explicitly allowed public consumption, unlike places like Amsterdam, which have designated coffee shops where people can get baked in semi-private. The result? A city where the smell of marijuana permeates the streets, frustrating residents who didn’t sign up for this level of exposure.

New York could have followed Amsterdam’s model: designating semi-private areas for smoking while enforcing no-smoking laws elsewhere. Instead, the state prioritized social justice and government control over decent policymaking.

New York’s marijuana legalization effort was meant to correct past injustices. Instead, it has created a new class of victims: Entrepreneurs denied the opportunity to compete in a free and fair market. The real winners? The black market dealers who never stopped selling in the first place.

The Science Behind Medical Marijuana

Marijuana or Cannabis, known to some as the stoner drug, is known for getting people“high.” It is legal in 8 states for recreational use, legal in 20 states for medical use, and illegal in 22 states.
Some consider it to be as dangerous as cocaine or heroin.
But did you know that marijuana also has many reported health benefits, many that have been backed by research?
But before we get into that – let’s start by looking at the makeup of marijuana itself.
Marijuana contains 2 key ingredients.
The main component is a psychoactive ingredient that is responsible for the “high” effects. It’s called tetrahydrocannabinol (THC), which is a psychoactive chemical.
THC attaches to cannabinoid receptors in parts of the brain that include thinking, memory, sensory and time perception. This is how THC plays a part in psychological effects you may have while under the influence of cannabis.
THC has also been used for it’s pain-relieving effects.
A study published in the Journal of Pain & Palliative Care Pharmacotherapy suggested that THC activates pathways in the central nervous system which work to block pain signals from being sent to the brain.
A pilot study published in clinical drug investigation talks about how THC helps with Post-traumatic stress disorder (PTSD). Because of its psychological effects on the brain, it has been therapeutic for some patients that have suffered from flashbacks, agitation and nightmares and other symptoms of PTSD
Another component of Marijuana is a non-psychoactive ingredient that is called cannabidiol (CBD). It reduces the effect that THC has, in other words it works against the “high effects”
CBD is thought to be responsible for turning off a gene by the name of ID-1, a protein coding gene that is suggested to help cancer cells spread throughout the body. Studies published in the journal Molecular Cancer Therapeutics, suggest that Cancerous cells make more copies of these genes than non-cancerous cells.
Some anecdotal cases show marijuana may also help in treating epilepsy – although this is yet to be comprehensively studied. But in the case of 8 year old Charlotte Figi, the use of marijuana that was low on THC but high on CBD had reduced her 300 seizures a week to just 1 seizure every 7 days.
So marijuana has other applications – other than just producing the ‘high effect’.

How to bake weed cookies

Comedian Matt Ruby shows you how to make delicious/effective magic cookies, from THC extraction into butter to final peanut butter cookies.

RECIPE:
note: this makes your kitchen stink of “green.”

take the green and crumble it up (you’re trying to maximize surface area). leave seeds and stems in (you filter them out later anyway).

1 stick of butter per 1/4 oz of green. melt the butter in pan.

sauté the green in there for about 15-30 mins, keep lid on it, stir occasionally.

after that amount of time, the butter should turn brown and the magic stuff will have been transferred. you can then filter out the butter from the other stuff by using a strainer with very small holes or a coffee filter.

put the butter in the fridge and let it harden back to regular butter consistency. then you can use it to bake anything. i like this cookie recipe…

INGREDIENTS:

1 cup unsalted butter
1 cup crunchy peanut butter
1 cup white sugar
1 cup packed brown sugar
2 eggs
2 1/2 cups all-purpose flour
1 teaspoon baking powder
1/2 teaspoon salt
1 1/2 teaspoons baking soda

DIRECTIONS:

Cream together butter, peanut butter and sugars. Beat in eggs.
In a separate bowl, sift together flour, baking powder, baking soda, and salt. Stir into batter. Put batter in refrigerator for 1 hour.
Roll into 1 inch balls and put on baking sheets. Flatten each ball with a fork, making a criss-cross pattern. Bake in a preheated 375 degrees F oven for about 10 minutes or until cookies begin to brown. Do not over-bake.

New York firm reveals plan to grow marijuana in Kenya

GoIP Global tells its shareholders that it has secured a permit to grow the stimulant on a 500-acre plot in Kenya.
Agricultural Research Principal Secretary Hamadi Boga said he is not aware of any permit issued to GoIP Global Inc for the growing of cannabis.

New York State Senator Diane Savino: ”In 2014, New York became the 23rd state to legalize medical cannabis.

Millions of Americans now live in a state where cannabis use is legal for adults 21 and over, and millions more live in a state where medical use is legal.

In a society where a growing majority of its citizens support cannabis legalization, our federal policies remain outdated and untouched.

Under federal law, cannabis is treated as a schedule 1 drug, such as heroin or LSD.

This level of cognitive dissonance between Congress and the states is astounding.

In the eyes of the federal government, cannabis is seen as highly addictive and as having no medical benefits.

But through the eyes of the public, it is viewed much more favorably.

As we enter the midterm elections, Democrats in swing districts should be looking to cannabis policy reform to bolster their support.

Public support for adult-use cannabis has risen exponentially over the last few years, and recent polling suggests that support for the issue can actually be especially helpful in Congressional swing districts.

There’s not much difference between the percentage of Democrats and Republicans who support adult use. It’s an issue that, across the board, people can get behind.

And unlike in the past when some Democrats would hide their viewpoints on both medical and adult legalization for fear of turning off voters, the opposite is now true.

In New York, I’ve worked with my colleagues in government who had previously opposed legalization, but have since witnessed the benefits in other states and the shift in public perception.

In just the last few years, its popularity has grown among my colleagues.

Polling also shows it makes people more likely to vote for candidates who support adult-use cannabis, and what’s even more important is that the percentage that would be less likely to vote for a candidate who supports adult-use cannabis is considerably low, especially among independents.

This year alone, we have seen candidates across New York and the nation running unabashedly on marijuana legalization. It’s not only smart politics, it’s smart policy.

Areas that have been struck by the opioid crisis should especially take note.

The area that I represent in Staten Island, has been hit particularly hard by this epidemic, and marijuana could be the solution for many struggling with addiction.

Current treatments for opioid addiction, such as suboxone and methadone, are as addictive as the opioids that patients came into treatments for. Marijuana is not.

The benefits of medical cannabis can be truly life changing and polling data has shown that it has shifted the public perception of this policy. It’s a low risk, high reward stance to take.

So as Democrats we shouldn’t be afraid to advocate for adult-use cannabis, we should be encouraging each other to do so.

During the next legislative session in New York, we will present a comprehensive marijuana legalization package, and I expect a successful passage, which will make New York the 10th state in the nation to legalize marijuana. That number will only continue to grow.’
