A man charged in a crash that killed three workers one year ago on I-83 in York County turned himself in Thursday. He was handcuffed and escorted from court by two Pennsylvania state troopers. Reed Davenport, a Maryland resident, was driving a 26,000-pound box truck that struck the workers in an active construction zone on April 17, 2024, police said.
